Re US universities

Having graduated from the farm myself, I don't think this is a valid argument. I and my professor built a successful product based on the field we were working on (no great IP though). Later a French company hired Russian PhDs at 1/20 salaries to wipe us out (in the mid 90s).

We weren't savvy businessmen - that is why we lost. I haven't seen a drop in my living standards. OTOH I still don't have the beach house in Marina Del Ray that I had the money for in 2000.

I wish I had sold out.

Academia requires you to publish articles. If the technology is sufficiently innovative, the University will make sure that the IP is protected. I don't think a savvy businessman will venture offshore unless he is sure that the IP is safe - no need for govt approval.

I think you are right on this. Most people were unaware of the loss of jobs until it started to touch people they knew, then they began to understand it could happen to them as well. There is a backlash growing. This won't go away.
