Shiite leaders in Iraq are proposing a new method to initiate the transfer of power by holding partial elections in the relatively secure Kurdish and Shiite-majority areas in northern and southern Iraq. This move indicates the United States has a goal, but does not have a plan to reach that goal. The new election proposal points to the impending chaos surrounding the U.S.-led Coalition Provisional Authority power transfer.
