That appears to be entirely made up. Do you have a source and link to back up that official statement?

Suffice to say that the Bush Administration is offically encouraging outsourcing to assist his contributors to make up for their contributions to him totalling around 140 millions.

Kerry and Bush are not good choices, but the two parties have stuck the majority of voters with them...too bad for us.
