I am not a mind reader but I think I have settled on this simple explanation for "equivalent of 15%". I think Stan is
referring to Unisolar's 10-20% higher energy output
per rated watt versus crystalline and polycrystalline solar cells as reported in Europe, No. America and Australia. If this is true, then Stan will still have to raise the stabilized efficiency of Unisolar's modules to 12-13% to approach an "equivalent of 15%".

I had wilder/darker thoughts (juggling the efficiency numbers as an equivalent for a ramped-up machine output capacity; increased equivalent efficiency via thin film concentrators,etc.) but, on reflection, I think the above is most likely what Stan had in mind and it is consistent with his reminder of the Frito-Lay roof's higher energy payback
during this and a previous CC and his support of Unisolar's performance versus higher efficiency Sanyo panels on this CC.

I don't know how he is going to do it (raise both efficiency and machine speed)nor when. Stan gave no timeline.
