No, not at all... since TWO federal courts have ruled that there is no statutory federal authority in this area that justified over-turning local regulations!

The only level of federal court that has not ruled yet is the Supreme Court --- and the administration has not made the decision yet whether to appeal to the Supremes or not. (They might not, for fear of a ruling against them that would apply to the entire country... whereas they are currently enjoined against their actions only in the region covered by the western federal appeals court.)
