There is no proof Kaddafi was a threat to us, nor has he been for a long-long time. This is a big oil and PR deal in disguise. Kaddafi had some remnants of a WMD program leftover from his angry old days. Back before the Iraq War you'll remember Kaddafi was playing the moderate role trying to avoid war and talk Saddam into compliance. Kaddafi has grown up and dropped the crazy radical stripes. He hasn't been involved in terrorism since the early 80's. What's really at issue in Libya for the Bushies is that light sweet crude. But yeah, if Kaddafi wants to hand over weapons that sets a good example. Now if North Korea, Iran and Syria will follow we'll be truly safer.
