Kerry only changed his mind once. On capital punishment. After 9-11, he decided OK, fry terrorists. Other than that he's only realized that certain old bills need fixing. Or at least enforcing. Bushies can take a perfectly Ok bill and defeat its purpose by refusing to fund it, refusing to enforce it or stressing only the most rightwing provision of it. That's the kind of thing they've been doing for the past three years.
