Well, in a "de facto" sense, you are right...

However, the program was "sold" to people
by FDR in the 1930's by portraying it as
"insurance" that they had "earned"...
At that time in our culture, there was
a strong aversion to "accepting welfare".
Even today, I think many elderly SS recipients
would dispute the notion that they are
"welfare recipients", but that is essentially
what they are.

So, my question really is...
Will the politicians of this country actually
ADMIT that it is a "welfare program"?
