You challenge the state constitutionality of a state law by taking it to court. Not by breaking state law popularly enacted, calling a press conference, and going on the attack. A Mayor is spitting in the eye of the electorate.

I don't disagree with you. (Although in "spitting in the eye" of the California electorate, he's primarily asserting his city's constituency, the people he represents, over that of the state, which is arguably his job.)

Only pointing out that what's going on is not about states rights aka federalism as you asserted.
