Kerry was instrumental in passing the Balanced Budget bill Rudman-Hollings (sp?) and has gone against Kennedy many times. Kerry was for reforming Welfare, is for only a modest health care bill, voted to take out Saddam but also held Bush accountable for his broken promises and wants the rich pay for Bush's credit card war. Much more fair and fiscally conservative than Bush. Gingrich promised fiscal responsibility but Bush went in the opposite direction. If youj like Gingrich, you cannot like Bush. They are fiscal opposites.
