Addendum to my plan: In an effort to cause CONGRESS to act more responsible in the budget process, I propose that to the extent they budget LESS money then the Presidents budget calls for (ie cut the budget)that 50% of the savings be distributed equally to each congressman not to exceed $20k each per year. (if we cant win em over we can buy em over). My thinking is they will want to try for that 20k but on the otherhand they wont screw the budget by making unnecessary cuts cause they want to be reelected. jdn
