The Virginia Senate and House of Delegates are quite divided on the tax issue - I think the Senate is asking for two loaves, hoping to get a half. There is a quote in today's Washington Post by the bill's sponsor to the effect that the taxes "will fund Virginia's needs well beyond our tenure here."

As for Kerry somehow getting the Virginia vote because Virginians are mad about tax increases, I don't follow the logic. Kerry favors federal tax increases. Warner doesn't impress me, but I am not a good judge of Democrats. I liked Bradley and Lieberman.

That article on VA taxes missed a couple of relevant points. I haven't been following the politics closely but here is some additional info.

First of all, VA is under threat of having it's bond ratings reduced unless it gets its fiscal act together. Secondly, we just had a huge tax cut. There used to be a big property tax on vehicles--mine was around two thousand bucks--which was phased out during the previous (Republican) administration. Thirdly, VA is growing. We have almost impossible road situations. VA could spend its entire budget on roads and not keep up with the need. And last, the tech crash hit us hard. VA is a high tech mecca.
