I have an opinion! A friend of mine just bought a $5000 digital camera and plays around constantly with it and on the computer. He claims Photoshop Elements is the best - probably because Photoshop is so huge and complicated and has stuff he will never use.

No, I don't use Photoshop.
I used to use it when I worked with fashions.
It is an excellent program and depending on the one you get, can also be costly.
I use PrintMaster for desktop publishing and graphics as well as jpegs.
If I were doing some heavy photography, PhotoShop would be my first choice.
