Traditionally things manufactured at the point of use are service industries. Someone who sews your name and a feather onto a hat at an amusement park is classified as service while the hat which is purchased in bulk from a hatter is manufactured.

A restaurant is no different. The meat patty, hamburger bun, and condiments are all manufactured while the final product is assembled in a service business. On the other hand White Castle burgers sold frozen in the store are completely manufactured. Only the reheating is a service function, usually done at home - for those who indulge in such things.

The last thing government statistics needs is more pointless changes in order to make them useless. The current drive to constantly change the way things are measured, which began in 1996, is a deliberate attempt to hide something. The question to ask yourself is what are they trying to hide.
