Just how many policy decisions do you think Bill let ranting and raving Al make. Besides, Al was busy inventing the internet at that time.

Unfortunately, by neocon standards, they are being savvy. It also takes a lot of staff to imagine WMD and al Qaeda in places like Iraq.
