I personally already have one, MSEE. I'm employed. But I do know many engineers who aren't employed. I'm also looking out for my HS aged children to steer them towards something in which there is, or will be, employment.

Cap of 45,000? Doesn't sound right. They were looking at something like 200,000 H1-Bs just in engineering 2 yrs ago. Maybe your 45,000 cap is for the physical sciences?
