They trotted out Saddam from time to time because it was politically expedient to do so. This is particularly true with respect to the Clinton administration. In order to appear tough on defense, without having to actually do something, they would trot out the Saddam bogeyman, fire a few missiles at him, and claim they had accomplished something.
