NORAD clearly stood down. Tom Daschle and the Democrats were shocked about three months after the event to discover that an entire "secret government" had been operation in an underground bunker in an undisclosed location immediately after the attacks. I don't much care for the term "conspiracy". It's used by the spin doctors to discredit perfectly credible observations of plans being executed. There is a segment of the group who have captured the White House and the Pentagon who are clearly going for broke and intend to end the American Republic and have an Evil Empire rise phoenix-like from the ashes of the former "democracy" in the middle of North America. You can see the plan in action with the weakening of Posse Comitatus restrictions on the use of the military in the domestic arena, which has been re-configured as the "Northern Command" and is just one more region of the empire according to DoD planning. The PATRIOT Act was clearly written well in advance of 9/11 and was very conveniently introduced with suitable intimidation of any possible opposition stifled by the anthrax scare. It's no conspiracy. It is a plan being executed.
