well, you have oil production in decline, for one. Canada's spent buttloads to develop the oil sands, which are now coming on line. at the same time, conventional production's going down. so being a larger part of a shrinking pie is no great shakes...same goes for NA as a whole. see how effective those tar sands are when NG spot has a twenty-handle. check out that book "The Party's Over". also, read the peak oil stuff--those guys have been all over the oil sands myth, as well as the methane hydrates myth and so on...
