It is terrifically unlike southern Lebanon, which was mainly a militarized buffer zone. We have been administering a whole country, with a lot of cooperation from locals, despite pockets of resistance. And we are progressing to a situation where the principal security duties will be taken up by native Iraqis.

It is idle to compare what someone did a long time ago to what may occur now. On that basis, one might predict that Germany would remain militaristic because the attempt to demilitarize it didn't "take" after World War I, or that Howard Dean would win the nomination because no one had ever begun the primary season with so commanding a lead only to implode like that before.
