I summarized his speech as saying: "Now's the time to switch to variable rates so that when rates go up it doesn't hurt the banking system." What a pile of Sh*t. I think it is prudent to get a fixed rate at this point of "almost free" money and not go variable because there's more room to the upside in rates than downside. Sure, looking in the rear view mirror, during the 90's people should have gone with variable. But now isn't the time, IMHO.
