Kerry's 1999 speech warned both Clinton and Bush that they'd better pay attention to small terror cells using Anthrax (his example) in our country rather than some rogue state ike North Korea launching an ICBM (which they don't even have) at San Francisco. Kerry wrote a book about counter-terrorism and organized crime called "The New War". He knows what he's talking about.
