Of course there is a distinction. The union is not the teachers, simply an organization that represents them for contracts... To try to say they are the same is dishonest.

WASHINGTON -- Education Secretary Rod Paige called the nation's largest teachers union a "terrorist organization" yesterday, taking on the 2.7 million-member National Education Association early in the presidential election year.

There is no distinction between the "teacher's union" and the teachers. An attempt to separate them indicates ones inability to understand the dynamics of the teachers. The teachers are very very proud of their union.
