Only a great nation in decline would have been reduced to assembling this "military alliance" and then try to use it as political cover for this bloody farse. And why was this alliance required? Because of the DISTINCT LACK of leadership from the UN, that's why... Because people with your seeming perspective would rather participate in endless debates with intransigent totalitarian regimes than require them to abide by even the most minimal standard of international law.
