Of course Greenspan is pointing out the danger of concentrated risk, but I doubt this is merely an academic exercise.

I think likely future events are pushing this.

He has spoken for years about the subsidy given to Fannie and Freddie, so I don't think that means much. The concern with concentrated risk, especially in institutions potentially guaranteed by taxpayers, is the main thrust.

Though on the other hand I haven't understood any of his Central Banking decisions since 1996, so perhaps he's just criminally insane.
