Sure. That's Phil 101. But this report wasn't developed twenty years ago, or ten, or five. It was ordered quite recently, after the subject was deemed serious enough to warrant it by "a secretive think tank whose role is to envision future threats to national security." And it concluded (is it safe to assume that "basic science" was included in the discussion?) that it is a problem serious, or potentially serious, enough to have become a national security issue.
