I just said, I would be in favor of the government getting out of the marriage business all together Which implies that marriages unrecognized by an organized church would remain unrecognized by any institution. People unable to unwilling to marry in church would have to leave the country to get married. This is not unlike the current situation in Israel, which does not have civil marriage. People there go to Cyprus to get a civil marriage.
