In fact, American citizens have been the target of attacks by several terrorist organizations. For example, we have had the vicious killing of Klinghoffer, the blowing up of the Marine barracks, the Lockerbie explosion, various kidnappings, and so forth. We are not focused equally on all terrorist organizations, but the problem of terrorism, combined with the problem of proliferation, potentially sets us against any group conducting itself in that manner.
