Coming from John F. Kerry, that is certainly good for a chortle in Boston, where Kerry is the ultimate aloof patrician.

Yeah right Mr Kerry...Like you command such a force.
Go ahead! Order the French Army to deploy to Haiti. That will scare those rebels off. I am certain that threat will have all of them quaking in their boots and get them to drop their guns and head for the hills.
