Politicians look for what works for them. They look for that point of attack. Kerry has been honing his message and attacks and improving them. He has also been learning new things, for instance on Iraq and how we were all deceived.
Politics is not a perfect science nor do any of them have crystal balls, but Kerry is as solid as any of them and has warned Bush both about post-war trouble if he goes it alone in Iraq in 2002, and about terrorist attacks on US soil back in 1999.

The President does not run the country. Neither does Congress. The country is run by the large multi national corporations.
