No, everyone who put the pork into the budget must be included. Every single person whether democrat or republican that voted for the budget is responsible. It is not a one person deal.

wait until you see the debt and deficit after the 03 taxes come in. The biggest problem with this deficit is the complete ignorance of the Bush financial team, every one of their budgetary estimates was off on the high side, by a large margin. Individual income tax receipts have been declining for the entire Bush term, due to the exodus of white collar jobs and wage deflation. Since we barely tax passive income thanks to republican policies, and corporate taxes are at a 70 year low as a % of GDP, profitability and stock market gains barely matter to the budget.
