If the price of oil goes up to $60 per barrel, our standard of living will deteriorate severely whether or not the market accommodates the increase with minimal disruption.

If it goes up slowly (over decades not years) to the price out standard of living could still easily be higher, perhaps even much higher. If it happens quickly then your right it would be a severe economic hardship.

I am suggesting that we do the only smart thing......which is to wean ourselves of our oil dependency over time.

Weaning ourselves slowly off of oil will happen as oil gets more scarce. Government programs to speed it up will more likely then not just cause more pain.
