When I was in Mexico the police seemed to be very pleasant except to one guy who tried to stiff the hotel for $80 and smacked the little desk clerk. Two very large cops showed up and this guy started telling them his rights because he was from New York City. Wrong move, they twisted his arms behind his back, picked him up and carried him out. It looked like that really hurt.

The Carabineri in Italy all walked around with 9mm Uzi's strapped over their shoulders and pointed from their hip in whatever direction their body faces. I set off the metal detector in the Rome airport in the early 80's and thought I was going to get shot. There was no second chance at going back through and I immediately had 2 of those surly looking doods facing me with their Uzi's. Rather disconcerting to say the least.

Yup, that is what I remember from my trip south!
