AC, Lets take the issue one step at a time. First off, outsourcing is not new. It's been around a long time. It became more noticeable due to the slow economy (caused by the tech/stock market bubble bursting , 9/11, the end of an up business cycle, etc.) that caused businesses to examine ways to cut costs.
