There were probably more people laid off from the oil and gas industry during Bush the First's four years than at any other time. In fact, I would have voted against him and for Clinton in 1992 except I wasn't a citizen yet. Despite high oil and gas prices, the oil and oil service companies are still consolidating and laying people off, so I'm skeptical of Bush protecting O & G other than maybe for the very upper echelons.
