well the problem is that Arnold got stuck with a lot of bonds from before and with the short term debts coming due in June, the state is in the equivalent situation to one of those forced foreclosures that used to happen to family farms in the 80s- when the bankers would show up and demand your entire mortgage on the spot. I'm ok with this refinancing as long as the budget is balanced in the future and no more deficits. Of course its tough because the energy crisis was not entirely a CA issue as you know.
