What Bush said, in his own words, framed the discussion as
protecting the sanctity of marriage by defining it as the
union of one man and one woman. The Musgrave amendment,
which is the amendment Bush supports, does not include
a "ban" on gay marriage anywhere in the proposed
legislation.

Most liberal media outlets choose to frame the story as a
ban on gay marriage.

That's precisely what happened. No more, no less.
