On this one, I generally agree with you although I think Iraq has taken so much of the Bush administration's attention that they missed what was going on in Haiti. In fact, I think there is probably a lot of holes in our foreign policy. Having said that, I don't know what they could have done to prevent this mess other than put pressure on Aristides. I think Kerry is getting carried way. Now of course, it looks like something will have to be done and soon.

BTW they have sent some Marines in to escort foreigners out.
