I double-checked the list and found I was wrong on one point. State does not list the whole PLO as terrorist, since State is still pretending that Arafat & co are the "moderates" who have given up terrorism as they promised (as if). So only the Al Aqsa Brigades, which Arafat formed at the beginning this so-called intifada to be Fatah's answer for Hamas, is on the list. The other Palestinian terrorist organizations are on the list as I said:

My interest is in the truth. It is true that we are not at war in any conventional sense with anybody in the world. It is also true that we have adopted policies of retribution towards terrorist organizations that have attacked the United States. It is also true that we have adopted policies criminalizing the provision of support to terrorists whether or not they have attacked us. By this logic we are not, for example, at war with HAMAS unless they attack us first, but it is illegal for Americans to provide support for HAMAS (Americans can only define law so far as it applies to Americans and activities in America). So, while it might be illegal to write a check to HAMAS, we are not currently "at war" with HAMAS.
