It looks as though nuclear inspection teams are the way of the future, with Iran, libya, P{akistan, back in the fold. The main effort would be to keep weapons and materials out of the hands of terrorists. Fission weapons are devilishly expensive and difficult to make, so preventing their theft is relatively easy, and the main concern would be for terrorists using a "dirty" bomb. Nasty things, but much more survivable and there are some defensive measures that can be taken. The UN remains the negotiating team, while the US has somehow been 'elected' or voluntereed to be the enforcement team to carry out action when talking and sanctions fail. Are we going to have non-proliferation or not.? It is time to decide. And make counties aware there will be a severe penalty. How to do that without being regarded as a know-it-all ruthless big brother is a problem. It should be done by a multi-country organization like the UN. As was done with the Iraq Resolution -voting 15 to zero I doubt if any small country in Africa S America is concerned with the threat of a nuclear attack- leaving it to bigger Nations to prevent such things. The radioactive clouds by gods grace will not come to visit their seemingly remote villages if they pray hard enough. They just carve up their neighbors in the regular way, with machetes, grenades, and machine guns. An honest war. Being mostly impoverished , they would claim to have no way to pay for protection, after buying TV's,cars and cell phones.
