I took a university course on social security back in the early 60's and my recollection is that there was no actual fund at that time; if there ever was one. We studied the debate at the time SS was enacted as to whether the fund should be constructed on actuarial principles - the crats in their wisdom opted not to do it. So it was created knowingly as a Ponzi scheme.
