If by Bush you mean republican fiscal policies, in the immediate term, yes I blame republicans.

I believe that republicans raided the overfunded treasury deliberately, with a mental justification that if they didn't get to it, democrats would take the cash. Their error was that they hired an incompetant fiscal team in Snow, Evans and Chao who failed to see that this recovery was "different" and there was little chance to recoup the cash in the next upcycle. Now we're broke.

My largest critcism of Bush is his firing of fiscal advisors who tell him the truth and hiring of incompetant old cronies in their place. Bad managers do that, and Bush is a bad manager.
