Are you suggesting a "rainy day" fund? Please...politicians would NOT be able to keep their collective fingers out of it. No, I think a cyclically balanced budget with fiscal restraint is the order of the day.

Like Napoleon said: "If wishes were horses, beggars could ride."

Well, term limits would be a step in the right direction.
