When I worked as a civilian at the Pentagon, it was common practice to make the recipient write up the award. I remember the first time my boss told me he was putting me in for an award and to go write up a bronze medal for myself for such and such. It was really traumatic having to choose between tooting my own horn or passing on an important tick mark on my resume. Anyway, it was my understanding that this quaint custom was the way the military did things.

BTW, that stuck with me and I never, ever had a subordinate do that.
