<The incumbents have no competition>

That's because incumbents get far more money than challengers. Elections in America are almost always won by the candidate who raises the most money. That's why candidates spend as much time and effort chasing campaign contributions, as they do chasing votes. Without money, you have no chance of winning. With money, even if nobody knows you, you can get your message out and have a chance.

For instance, in the Democratic primaries, the fortunes of the various candidates were assessed, partly by how many votes they got in each primary, but just as important was how much money they were raising.

The importance of money, means that the richest 1% or so of Americans have an effective veto over anyone becoming President. They can't make someone President, but they can make sure anyone unacceptable to them, doesn't win.
