What we were trying to do, some of us, was push the funding not into technical means - there was a fascination always with satellites and listening devices, not with human intelligence. I've always been somebody who has felt that we needed human intelligence. That's our failure. That was the failure with respect to 9/11. That remains the greatest gap in our intelligence. KERRY: “If they want to talk about a specific weapon system, I'm happy to talk about it or a particular point in time. But that's not what they did.” (NBC's "Today," 2/25/04)

GILLESPIE: “What he's not proud of, apparently, is his votes in the United States Senate when it comes to national security policy: votes against the Apache helicopter, votes against the Stealth bomber, votes against the--the first Gulf War. He now says he's opposed to the war in Iraq. The fact is if his policies were in place, Saddam Hussein would not only be in Baghdad; he'd still be in Kuwait.” (CBS’ “Face The Nation,” 2/22/04)

Was the 1.5 billion dollar intelligence cut bill Kerry sponsored only about satellites? I read a rebuttal to Wednesday conference his voting record and that is what they claimed.

Jo - Senator Kerry proposed a 1.5 billion dollar cut to the intelligence budget starting in 1995 through the year 2000. If you go our website -- the bill is posted gop.com -- be sure to read it because Senator Kerry has yet to explain why he made such a proposal. You should also look at the information from the press conference Chairman Gillespie held Wednesday -- it is very informative.
