Probabilities are what you are suggesting does not have any chance of working, but more importantly it is bad policy.

You are suggesting that people who built the country get a chance to double dip. Presumably those that developed and built the country were adequately compensated. You are now suggesting these people are to get some kind of residual rights to their efforts even though it was not in the original contract.

What you will end up with under your suggestions would be all the criminal elements coming into your country and laundering their money. All the Columbian drug lords, Russian Mafia, Overseas Chinese money lenders, and perhaps some decent retirees with their blue hair.

What you really want are hungry young people coming to your country with just the shirts on their backs and willing to do anything to have a chance at a new life. Chances are, they are likely to rejuvenate your society and create new opprtunities. They will most likely remake your society - so that it doesn't die out from having the same old people that have been there, done that, and want to pay others to do their dirty work. Lotsa luck.

MQ, I don't see queues of smartly dressed people around the blocks of the embassies in any country I went.

What I see is dirty poor people, illiterate, ignorant desperate to make a living on developed countries. Swiming accross the Rio Grande. In Boats to Australia. In boats across the Adriatic and across Gilbraltar straight.

Anyone with a fat wallet can get to ANY country in this planet. Those guys will not bid; they just hire an attorney to tell them how they can get into Switzerland, US, Canada anywhere. It is just a matter of how much the guyput on the table.

NZ is a nice country, in terms of geography, and its people are decent people. But you are seeing much more atractions -as a local- than it actually has from the poeple from the outside.
