Didn't Bush claim roughly that many jobs would be created in 2001, 2002, and 2003, as well? Instead jobs were lost.

Anybody who believes the current prediction just refuses to learn.

Perhaps justifiably, considering what COLAs in pension schemes like Social Security would do otherwise.
