All through the history of mankind, there were undeclared wars and covert incidents of espionage and sabotage perpetrated by one country on another.

And pretty much the same things happen today! Nothing new.

Ever read Mchiavelli's "The Prince"? In it he detailed the art of government by artifice and subterfuge and described the covert tactics employed by warring states in Europe.
