You don't see a difference between those who target civilians, with minimal chance of hitting military targets, and those who target terrorists, but that's your problem.

As for getting out of the territories, looks like it will happen. Of course, it would be better if Arafat were willing to negotiate instead of just consolidating his own personal wealth.

Absent someone with whom they can negotiate, the Israelis will withdraw to defensible borders.

Makes sense as you suggest.
